Role Summary & Duties and Responsibilities

The Projects Management Specialist plays a critical role in leading the monitoring, evaluation, and governance of strategic and operational projects across Ooredoo Palestine. This role ensures alignment with organizational priorities, enforces project management standards, and supports executive-level decision-making through accurate reporting and analysis. The Senior Specialist also contributes to continuous improvement of PMO processes.

Key Responsibilities:

1. Strategic Project Oversight

  • Oversee the performance of key projects and programs across departments, ensuring alignment with corporate strategy.

  • Track and analyze performance against scope, budget, timeline, and governance standards.

  • Conduct the monthly projects review process.

2. Project Evaluation and Scoring

  • Participate in the evaluation and scoring of projects using PMO Project Scoring Guideline.

  • Provide recommendations to management based on analysis of project outcomes, risks, and lessons learned.

  • Participate in the year-over-year performance scoring of multi-year projects.

3. PMO Governance and Methodology

  • Ensure compliance with PMO practices and processes across all project stages.

  • Develop and update templates, procedures, and documentation to reflect best practices.

  • Conduct project audits and governance checkpoints as required.

4. Reporting and Stakeholder Communication

  • Prepare and present executive dashboards, summaries, and analytical reports to senior leadership.

  • Communicate project insights and findings clearly to stakeholders, recommending actions when needed.

  • Facilitate high-level meetings and follow-up on strategic project decisions.

5. Mentoring and Capacity Building

  • Guide and mentor projects stakeholders.

  • Conduct training sessions and workshops on project management tools, techniques, and governance where needed and requested by direct supervisor.

  • Foster a culture of accountability, collaboration, and performance excellence.

6. Tools and Automation

  • Lead initiatives to enhance PMO reporting and automation using tools like Power BI, MS Project, or other enterprise platforms.

  • Maintain and optimize the PMO repository and knowledge base.

7. Other Duties

  • Follow up on the implementation of the Audit Points in co-ordination with Internal Audit Team and push on the owners to implement their points.

  • Attend the meetings that are requested by the direct supervisor and send out action points to the attendees with enforcement on the implementation of the requested actions.

  • Conduct any other duties assigned by direct supervisor.

Experience & Qualifications

Qualifications & Experience:

  • Bachelor’s degree in engineering, Business Administration, Information Technology, or a related field. Master’s degree in project management is a plus.

  • Minimum of 3 years of progressive experience in project management, PMO operations, or strategic planning roles.

  • Professional certifications in Project Management such as PMP are highly preferred.

  • Proven experience in project evaluation, governance enforcement, and multi-project reporting.

  • Familiarity with telecom industry operations is a strong advantage.

  • Excellent communication, presentation, and writing skills in English.

  • Ability to accept high load of work.
